Financial Accounting Foundation Names New Vice Chair and Members of GASAC

Lisa Washburn was appointed GASAC vice chair and David Goldman and Deborah L. Miller were appointed to the council.

The Board of Trustees of the Financial Accounting Foundation (FAF) has appointed Lisa Washburn to the position of vice chair and has appointmented David Goldman and Deborah L. Miller, CPA, to the Governmental Accounting Standards Advisory Council (GASAC). All appointees’ terms begin March 1, 2024.

Washburn will serve in the role of vice chair for the GASAC for the remainder of her final term on the GASAC, which will conclude on December 31, 2024. She has represented the National Federation of Municipal Analysts (NFMA) on the GASAC since 2019 and will continue in that role. In addition, she has served as a member of the GASAC Executive Committee since 2020. Last year, the Trustees announced their appointment of former GASAC Chair Elizabeth Pearce to the role of FAF Trustee and appointed Rob Hamilton, former GASAC vice chair, to the role of GASAC chair.

“The Board of Trustees is very grateful to Ms. Washburn for her continued service to the GASAC and her readiness to serve in the role of vice chair for the Council,” said Edward C. Bernard, chair of the FAF Board of Trustees. “We are certain her already strong contribution to the GASAC will be enhanced in this new role.”

The Trustees also appointed two new GASAC members, David Goldman and Deborah L. Miller, CPA. Goldman, Deputy City Administrator for the City of Oak Harbor, Washington, will represent the National League of Cities. Miller currently serves as the Chief Financial Officer of the State of Illinois Treasurer’s Office, and will represent the National Association of State Treasurers, filling the vacancy left by Pearce. Both new members will serve a two-year term ending on December 31, 2025, and be eligible to be reappointed for up to two additional consecutive terms.

The GASAC advises the Governmental Accounting Standards Board (GASB) on strategic and technical issues, project priorities, and other matters that affect standards setting. Members of the GASAC are responsible for consulting with the GASB on technical issues on the Board’s agenda, project priorities, matters likely to require the attention of the GASB, selection and organization of task forces, and such other matters as may be requested by the GASB or its chair.
