Samuel Handwerger, a Certified Public Accountant who teaches at the University of Maryland’s Robert H. Smith School of Business, told The Baltimore Sun he wasn’t surprised to see the IRS conduct a payroll audit, even if he wasn’t sure how often the agency examines state governments. Backup withholding is particularly arduous, he said.
